Yes, filler can be used to treat your undereye area. I would start with support in your cheeks and then add filler conservatively to your under eyes. Another great option is PRP and/or PRF to induce collagen production. My plan of treatment would be filler in your cheeks and PRP under eyes, then have you come in for filler under your eyes IF NEEDED after 3 treatments of PRP.

Loose skin can definitely be treated. I would combine Ultherapy and Sculptra or Radiesse treatments. This will stimulate collagen and cause lifting and tightening.

Yes there are lasers that can help with scarring. You'll want a laser treatment that can go deep enough. I would also encourage you to find a provider that uses biostimulators like Radiesse and Sculptra. They can go subdermally and break up the scar tissue while also laying the biostimulator to help promote collagen growth in that area.
Can clear and brilliant treat melasma or should I stay away from lasers and continue on hydroquinone?

Hello, Dazzling7038. If you are prone to hyperpigmentation and melasma you will have to be careful with all lasers. Clear and Brilliant has a handpiece called the Permea and it is safer for those with skin types prone to hyperpigmentation. Sciton devices are also safer for darker skin types. I would start with a patch test before moving forward with full treatment to see how your body responds. Hello,The pictures are not easy to see but it looks like what is going on would be corrected with a combination of filler and botox. Botox relaxes muscles and does not correct volume loss and it appears you have nasolabial folds that are deepening. Filler can help lift and decrease some of the shadowing.
