Being in south florida, you have some good choices (and unfortunately, some not so good) However, based on your photos, a breast lift (which of course will include a significant reduction in your areolas) will be the best first operation. I do believe that you are 'borderline' between an augmentation and a augmentation mastopexy (implant with a lift) and either approach, given the correct circumstances, implants, and desired outcome can be successful. because you would like a natural look and be a D cup, I believe that with a contoured (shaped ) cohesive gel implant you can achieve a very nice lifting of the tissues...

Are pico lasers as effective on tattoo as they claim on the internet?

There is certainly great variability in the response to laser tattoo treatments based on the patient's skin type and quality, physiologic response to the laser treatment, type, color, and depth of ink penetration. But Picosure is the most advanced technology available and most effective tattoo laser to date and it is constantly improved upon by updates from Cynosure. I've had very good responses and patients are satisfied with their treatments.

Training with a corset should not pose an issue, although there is certainly no benefit to doing so either. As long as the garment is not too tight to damage your skin, there really should be no problem with relation to surgery. An in person consultation will be best, with a board certified plastic surgeon with experience doing buttock fat grafting procedures.

You can certainly achieve a more hour glass figure with liposculpture alone without the addition of fat grafting of the buttocks.
