Should I wait to lose weight for chin/neck liposuction?

If you are planning to lose weight i would absolutely focus on this first. Do it in a healthy way that is sustainable, then schedule an appointment. Some patients are good candidates for liposuction in the chin and neck. Some are not, but may be better candidates for other procedures. This would depend on the consultation

The appearance of the right breast does suggest there may be capsular contracture. An examination would be required to better delineate. Surgery is not mandatory at this time, but it could progress and bvgin to become painful.
Surgical release could improve this. Implant size change absolutely can happen at the same time!
Post-op breast lift scar treatment options & stitching techniques?

Aside from good nutrition and hygeine, and the surgical techniques used, there are a couple of options. Silicone gel sheets are one of the only scientifically supported methods of post op scar care that have been shown to truly work. There are now silicone gel scar treatments (like Biocorneum) that provide the benefit of the silicone without the cumbersome application process.

You are a good candidate for breast implants and I think they are the most tried-and-true method of helping you achieve your goals Fat grafting is an option but you would absolutely require multiple rounds to get anywhere close to your goals.
Another great option is combining these procedures by placing an implant and adding fat. This can help optimize the result to achieve a soft, natural appearance with improved upper pole fullness.

Improvements can absolutely be made to improve scarring and symmetry in your case, although this would likely require a further reduction in size. This also may not be covered by insurance.

My reccommedation would be to downsize the implants, and start there. This will likely lead to a MORE ptotic appearance (fallen appearance) but will help soften the transition from breast to chest, especially on the side of the breast. Another addition to consider is fat grafting, which also can help make this transition more natural appearing

If you are open to augmentation, that would be my recommendation. A smaller implant on your right and a larger one on your left can help improve the asymmetry. If you are entirely opposed to the scars of a breast lift, this could be a nice option for improvement in symmetry, although it would be tough to achieve perfect symmetry
