If you don't see your ski peeling that doesn't always mean that it is not working. I would need to know the exact type of peel you applied, for how long did you let it sit before you neutralized and then washed it off to let you know the best way to proceed.

A lighter peel like a Mandelic Acid Peel can help lighten the area. Having a consultation with a qualified professional would be recommended though because if your thighs are rubbing together too much while the peel is working the friction may cause more harm than good.
