If you have no sagging and good skin quality, that should be possible! The concern with going smaller is that the breast will look more saggy with the extra stretched out skin. But 25cc is a very small volume change so it should not make that much difference. It is hard to know without seeing you, but it sounds like a second opinion may be reasonable.

A BBL is a great option for you! It will really help your shape and improve your proportions. Liposuction alone would help the love handles, but filling out the buttocks with the fat taken from liposuction will give you a more feminine shape. You do not have to transfer a huge volume to the buttocks. If you want a more natural look, a smaller amount can be transferred.

Most elective surgeries have resumed in the US so you should be able to travel and have surgery. The biggest problem with traveling for a BBL is that you are then unable to sit at all for several weeks (length of time depends on your surgeon), and you can only do limited sitting in a modified fashion for several weeks thereafter, so you would not be able to travel home for an extended period of time.

The answer to this question really depends on your surgeon. Some will have a BMI cutoff, others will look at your overall picture. The issue with a high BMI is you are more likely to have issues healing the wounds from your surgery, and you are at an overall higher risk of complications. But if you are aware of your risks and this is still something you really wish to pursue, it certainly can be done.

Although it sounds counterintuitive to do both a reduction and implants, it is probably your best option to achieve your goal. A reduction does include a lift, so this procedure will remove the sagging tissue from the bottom of your breast and lift the nipple up to the proper position. Usually it is a good idea to make the nipple the very last step of your reconstruction. It is a better idea to get the lift first, let everything heal, and then get the nipple reconstructed since you will then know exactly where the skin will lie. However, if you got the tattoos within the circles it would certainly be possible to spare the tattoo and do a breast lift later. Nipple symmetry would just be a little less reliable since it would then depend on how the breast heals after surgery.
